Without objection, the bill which had been referred to the Finance Committee (page 1236) was before the Senate in second reading. Senator Frank moved and asked unanimous consent for the adoption of the Finance Senate Committee Substitute offered on page 4048. Senator Kelly offered Amendment No. 1 : Page 5, line 5: Delete 1997 Insert 2000 Senator Kelly moved for the adoption of Amendment No. 1. Senator Rieger objected. Objections were heard and Senator Frank was required to vote.
